Local 460 Staff

Steven Gomez

Business Manager

​

Steven Gomez was born and raised in Bakersfield Ca. He attended local schools, graduated from South High School and attended Bakersfield College. He graduated his apprenticeship program with Local 460 in 1988 and is a 30 year member. He has worked all facets of the trade; HVAC, plumbing, pipefitting and welding. He has been a Foreman and General Foreman on many projects including many of the Co-Generation plants built in Kern County.

Steven came into office as a Business Agent/Organizer in 2008. He became involved with the Kern, Inyo and Mono Counties Building trades as a Trustee also with the Kern, Inyo and Mono Counties Central Labor Council as a Trustee. He got appointed to the Workforce Investment Board (WIB) by the Kern County Supervisors where he is still a WIB Board member. He was elected to the Examining Board of Local 460 and a Delegate to District Council 16. He is also a member of the JATC for Local 460. He has represented Local 460 at numerous conventions, conferences and seminars.

Steven was elected to the office of Business Manager in 2014. He now sits as an Executive Board member of Kern, Inyo and Mono Counties Building Trades, Kern, Inyo and Mono Counties Central Labor Council and District Council 16. He sits as a Trustee on all the Funds.

​

Steven believes in this Local and the Labor movement. He believes in the representation of workers, the fairness of a living wage and the benefits provided by this Union. He supports the education and training given by this Local and the UA to develop the best craftsmen in the piping industry. He has witnessed firsthand the results of Labor-Management cooperation and partnership.

Javier Flores

Business Agent

​

Javier was born in Bakersfield and raised in the "Big City" of Arvin, CA. He thrived in the local schools and graduated from Arvin High School. He went on to Bakersfield College where he received an AA in Liberal Studies. In 1999, Javier joined Local 460 as an apprentice and continues on as a proud member.

Javier has extensive experience working in numerous fields of the piping industry. He has been assigned the task of Steward and General Foreman on various job sites. He maintains a certification as an instrumentation Tech Levels I and II as well as certifications in Rigging. Javier has been elected by the membership of Local 460 to serve on the executive board and he has also had the pleasure of serving as a delegate for both State and National conventions.

As a 2nd generation pipefitter, Javier was introduced to the Labor movement at a young age and has always felt the drive to unite his fellow man in every occasion of life. He is a genuine person with a sincere desire to help the members of Local 460 and to see its progression continue.

Will Estes

Organizer

​

Will has lived in Bakersfield his whole life graduating from Foothill High School with honors. He joined the Union in 2001 as an apprentice and has excelled ever since in all aspects of the trade. After completing the apprenticeship program, he travelled up and down the state of California working on various projects honing his skills as a Pipefitter. Will has held many positions from Journeyman, Foreman and General Foreman. His desire to be involved brought him to becoming and Officer of the Finance Committee and Executive Board as well as a Delegate to the National and State Conventions.

Lisa Alcala

Office Administrator

​

Lisa has been with Local 460 for 8 1/2 years. She started at an entry level in the office and worked very hard to attain the Office Administrator position. Besides keeping the office running smoothly, she works hand in hand with our apprenticeship program. She was raised and attended schools in Corcoran, Ca. She landed in Bakersfield with her husband and family because of work. She enjoys spending time with her family and now calls Bakersfield her home.
